OBJECTIVES: The activity aims at supporting the preparation of the Inspirator on human and robotic space exploration, by leveraging the expertise from European industries to support ESA in identifying end-to-end capabilities requirements, scenarios and architecture concepts for Low Earth Orbit (LEO) and Moon missions. These infrastructure concepts will include the technical aspects of cargo/crew space transportation and robotic/human exploration assets. The proposed activity complements the Fiche E2CX-035 (Post-ISS LEO maturation activities) implementing an ESA Initial Support to Innovation (EISI) approved last May (ESA/PB-HME(2020)10, rev.14). DESCRIPTION: The topic of European human and robotic space exploration received major attention at the Space Summit on 16 February 2022inToulouse as a follow-up of the Matosinhos Manifesto, responding to ESA Agenda 2025 (cf. ESA/C(2022)17). Following the Space Summit, the ESA Director General proposed to move forward and deepen the debate on human and robotic space exploration for Europe with the newly established High-Level Advisory Group (HLAG) (cf. ESA/C(2022)110). Indeed, complex robotic and human space exploration entails far more than a mere technological perspective for Europe. The report of the HLAG will be used to inform decisions on the way ahead at the Space Summit end of 2023. In this context, the STS and HRE Directorates are proposing to initiate a set of preparatory activities to support the work of the HLAG. By way of dedicated capabilities and scenarios studies, the Agency would seek for industrial expertise to consolidate several space transportation (cargo and crew) options to enable the exploration strategy set in the Terrae Novae strategy roadmap. (cf. ESA/C(2022)108), and shall also further help defining the future space transportation capability for Europe (Vision 2030+). The proposed support work would envisage the involvement of well-established Large Scale Integrator consortia as well as start-ups who have an end-to-end vision of future exploration needs. By way of a series of agile workshops, the Agency would foster a technical exchange of space transportation concepts at large. ESA could also study a transportation architecture serving both commercial LEO and CIS Lunar. The deliverables of such studies would not consist of "proposals" by industry , but rather consist in sustained and regular industrial contributions to establish a detailed set of capabilities requirements and scenarios to feed into the HLAG final report and in support of further integrated missions and system studies expected by the next Space Summit in 2023. Outlook on the next phase under Terrae Novae Pending the outcome of CM22 and the direction given by Participating States, these initial studies will not only support the HLAG activities, but also help prepare additional technology maturation studies (under STS, HRE and ScaleUp programmes) in preparation of CM25.
